You are asking about scholarship in IIT. Actually, the central government if India will provide alot if scholarship programs based on their category like
National Talented Search Scholarship(NTS) :
Those who are awarded with the NTS scholarship during their 10 + 2, are further continued with it during their undergraduate education as well. For renewal of the same, students may kindly submit the forms issued by the NCERT to the Academic Section at the beginning of each academic year.
National Scholarship (for all states) :
These state scholarships are awarded to the students from their respective states. The applications for the same are forwarded through IIT. These scholarships are awarded/renewed every year for which the students have to submit their progress report at the beginning of academic year. Like these there are many scholarship programs are available.

Since you have already completed the BS IISER course , you will be able to complete the project work within one year and graduate with MS . If you will freshly apply for m tech , it will take two more years. It will not also be so beneficial.
You can apply for an external final project while still being a student of IISER.
still if you want to do m tech from IIT there are exit options after fourth year but you should complete since it is BS- MS integrated.
IIT Roorkee- NIRF ranking of this institute is 12. It is established recently, in the year 2001. The total intake is about 1816 students per year against a faculty of 416. The institute offers all the basic amenities from hostel to gym. It offers 11 courses in B.Tech.
IIT BHU- NIRF ranking of this college is one rank higher than IIT Roorkee, i.e 11. It was established way earlier, in the year 1919. The total student intake is 2261 against a faculty of about 293. This institute too offers all the basic necessaties.
IIT Dhanbad ranks 12th with NAAC rate AAA+. The student intake for B.Tech programme is 973 against a faculty of 324

According to the category rank you have mentioned in the question you cannot get any of the NITs/IIITs or any of the good GFTIs as per previous year's cut-offs even after considering your home state quota but yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.

Congratulations to get the college.
Let's clear you a think IIT always IIT. It have own glamour. If you get IIT Bombay in environmental science in my opinion you should take this opportunity. Because every year cut-off marks will change, question paper also change so next year you don't get this good rank so you will regrade for this.
Another think if you are not interested in this subject and you want to another subject and college is not matter you at all then you should avoid this opportunity. And you should take one year drop and prepare your self for better achivement.
But it's totally your choice, so just think on it carefully dear.

The professors, retired before 2006 are paid around 23k which includes 50% of their minimum basic pay and around 10k garde pay scale. And now it has been increased to aornd 30k which includes 50% of minimum starting pay of professor and a grade scale of 10,500 under pay band IV.

CSE at Jammu, I would say not at all. It has quite poor quality of peer group, almost nil alumni and no permanent campus.
Regarding, IIT Bhilai, has recieved lot of socila recognition, it's also growing quite quickly. Hence, better peer group you'll get
I would recommend to prefer IIT Bhila over IIT Jammu
