Since you have not mentioned your GATE Rank, it is quite difficult to predict precisely which colleges you can get with this GATE Score in CE. The GATE cutoff varies every year and is different for different category students. Also, the qualifying GATE Cutoff depends on several factors like : previous year cutoff trends, difficulty level of paper, etc.
However, looking at the previous year cutoff trends, with your GATE score in Civil Engineering, your GATE Rank must lie between 9k-10k. It's still a prediction.

Apart from GER score you must keep following things in mind to take admission in best university:
TOEFL score: your TOEFL score must be above 100 and IELTS should be atleast 7.
It will be better if you would have done internships related to your course.
Make good statement of purpose (SOP)
Extra curricular activities will also be helpful for you to take admission in best university.
Having work experience also helps

There were various factors in Engineering which decides Dual course better or not. It also differ according to the stream selection in Engineering. I think the dual-degree programs are fantastic, but why go for an early commitment. And if the MTech part of the dual degree is in a specialized area, that should be avoided. When students don't even know the difference between Computer Science and Electrical Engineering, asking them to commit that they will work on "Power" or "Wireless" or "VLSI" after three or four years is simply ridiculous.
But there were certain benefits of pursuing dual degree:
With advantages there are various disadvantages like: Short-Term Cost ,Real World Experience Still Helpful ,Intense Studying ,Putting a Professional Career on Hold. So it differ from person to person , what they want to purse in there life.

Yes you can take admissions into IIT after passing GATE examination. You can easily pursue mtech in ckmouter science as it is most preferred branch on today's world.
There are a variety of options available for you to get a job. Generally, after graduating in Computer science tou will able to grab jobs in IT sector for various roles such as Software developer engjneer, software testing, analyst and many more.
It eventually opens a door to lot of job options for you.
So it is a good option to do MTech in computer science.

Last the applications for admission to M.E/M.Pharm/M.Phil in Birla Institute of Technology and Science started in the month of April 22, 2021 and ended on June 30, 2021. So it is expected that the application process may begin in the month of April tentatively. This is not the official schedule. BITS will release the notification for admission to M.E/M.Pharm/M.Phil. The eligibility criteria to get admission to M.E/M.Phram is that a candidate must have passed qualifying examination in the relevant field with minimum 60% aggregate marks and for admission to M.Phil a candidate must have passed qualifying examination in the relevant field with minimum 55% aggregate marks from a recognized board.
Admission to all M.E. (except Software systems) and M.Pharm. programmes is the based on marks obtained in the BITS Higher Degree admission test or based on GATE/GPAT score. Admission to M.E. in Software Systems will be through the BITS HD test only. So if you are seeking admission to M.E in any program other than Software systems then GATE Score is considered for admission. If you are seeking admission to M.E Software system then you need to apply for BITS HD Entrance Examination. If you have applied for the Part time MTech courses and if you be allotted a seat, then obviously it will be for the Part time MTech and you can't change it. Now if there are some college which have a lot of seat vacant in the Full time MTech then by talking to the college authority you may discuss about it but in general, you can't change the mode of program in the verification or at the counselling if you have applied and appeared for an exam to get admitted in Part time MTech course.
