There are many specialization in PhD and different countries have advantages for different specializations such as Israel for natural sciences, look to Japan for business opportunities, Australia if you're on an alt-ac track, Canada is a great option for STEM PhDs and many more. You can choose as per your specialization. Also, every country has different cutoff for IELTS/Toefl , consider it to be 6 to 6.5 bands for IELTS ( minimum) . The eligibility criteria for pursuing PhD in Computer Science is that the candidate must have a post graduate degree in computer science or equivalent degree with 60% marks (or 6.5 grade point out of 10 for unreserved category) (55% marks for the reserved category). Candidate must have Master's degree of any recognized University. The minimum qualifying marks are 55% at Post graduate level.

Candidates who have cleared entrance exams like UGC NET, GATE, JEST and the likes are offered fellowships while pursuing a PhD course.
