There are many specialization in PhD and different countries have advantages for different specializations such as Israel for natural sciences, look to Japan for business opportunities, Australia if you're on an alt-ac track, Canada is a great option for STEM PhDs and many more. You can choose as per your specialization. Also, every country has different cutoff for IELTS/Toefl , consider it to be 6 to 6.5 bands for IELTS ( minimum) . And it would cost you around 20-21 Lakhs to study in another country.

The eligibility criteria for pursuing PhD in Computer Science is that the candidate must have a post graduate degree in computer science or equivalent degree with 60% marks (or 6.5 grade point out of 10 for unreserved category) (55% marks for the reserved category). After your PhD, you are eligible for applying to the post of assistant professor or junior research fellow in any recognized institution of our country.

The main points to be kept in mind while making a choice are - Technical stream, Course structure and duration, University Ranking, tuition fees / student fellowships/ stipends, Industrial collaborations or Research grants, faculty, future prospects.
To get admission into PhD in India one has to qualify the written exam followed by rounds of interview. Also, it is good to have own research fellowship from bodies like CSIR-UGC , GATE, ICMR, DST, etc or the institution may have some research grants to fund your financial expenses. the maximum duration to complete PhD in India is 5 years with one year extension if needed. It is important to do a good study about the guide and his profile to get an idea of the work you will be doing.
MS in abroad has a different procedure. A lot of time has to be invested for making the applications, getting recommendations, waiting for the selection followed by interview. The maximum duration for MS is 2 years. It is important to have a good study of the University website regarding faculty profiles and studentships. A lot of universities in abroad provide stipends to international students to cover their tuition fees and other expenses. One can directly write to the Principle Investigator or concerned authorities to know more about financial expenditure.
Keeping all the above points in mind, MS in abroad gets more weightage. This will give a multicultural exposure, good networking with the scientific community, opportunities for professional growth. Addition to these, a good salary package and International affiliation are perks not to be missed.

OPJS( Om Prakash Joginder Singh University, Rajasthan Churu) is a state approved university. It is approved by UGC and also the courses they provide are UGC approved.
So any course approved by UGC is acceptable any where in the world. Phd/Degree from OPJS is acceptable by Kerala PSC and is in the equivalency list of Kerala university. You can do higher Education or Job using the degree from OPJS in India or any where in the world

The eligibility criteria in order to get admission for PhD course is as follows:
Candidate must have Master's degree of any recognized University. The minimum qualifying marks are 55% at Post graduate level.
Candidates who have cleared entrance exams like UGC NET, GATE, JEST and the likes are offered fellowships while pursuing a PhD course.
