There are plethora of options after 12th with arts background, but eventually it depends on various factors such as your interest, aptitude, skills, the kind of job profile you're looking at after graduation etc,
if you're academically inclined then go ahead with BA Hons in your preferred subjects, it can be anything such as economics, geography, sociology, psychology to name a few, this is something you have to find out on your own as in which subject you like and wish to pursue it ahead, followed it by MA in the same discipline, and then you can qualify for UGC NET for JRF and lectureship, other than this there are recruitment of assistant professors at state level such as SETs, for teaching at school level you have to do BEd,
you can go for integrated law courses, for which many top entrance tests are conducted such as CLAT/AILET/BLAT/LSAT to name a few, law is quite a good option in terms of a professional course,
if you're interested in management studies, then you can either go for BBA/BMS/BBS or there are integrated program in management offered by selective IIMs such as Rohtak/Indore/Ranchi for which you need to appear for IPMAT, and from last year IIM bodhgaya and jammu are conducting admission through JIPMAT, there are various other universities as well offering this integrated management studies which you can consider,

Other than hotel management, you can also opt for chartered accountant in case of commerce stream. In arts stream you can go for English, economics honours and few other courses.

Yes, you can surely do MCA after PCM because the basic requirement to pursue MCA is that you should have maths as one paper in your graduation and you must have passed bachelor's degree with at least 45% marks. Sometimes in starting that you would not be feeling comfortable with all of the computer terms but later as you study, you would find them understandable.

See there is no any fixed amount of time for completing the NEET UG syllabus because t depends upon the capability of student, how much he/she can focus and concentrate and roughly speaking for an average student, if he/she devotes at least-4-5 hours a day then to read the entire syllabus of NEET UG it will take around 1.5 years to complete the syllabus as it consists of class 11th and 12th syllabus both.

So, with regard to your query, first of all the study place of your mother won't be considered anywhere in KCET exam. It is only you that matters. And for applying for the KCET exam, it doesn't matter from which state you are from, you will be able to give the exam, but the only problem is you will be considered as other state student, that means you won't be having any kind of reservation.

UPSC Eligibility Criteria:
As you are in 10 th standard, approximately you have 5 to 7 years time to appear in UPSC exam as it depends on your age. If you attain 21 years then you are eligible to give UPSC exam along with that you must be in final year of graduation or have completed graduation which is minimum 3 years, from a recognised College or University.
Minimum age limit: Candidates must be minimum 21 years old.
Maximum age limit is 32 years for General Category candidates. There is 3 year relaxation on upper age limit for OBC Category candidates and 5 years for SC/ ST category candidates.
