It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category However It is usually advised to fill the choices as per the preference of colleges and departments, for example CSE in NIT Trichy is your priority followed by CSE in NIT Warangal, you can fill CSE at NIT Trichy at serial number 1 and CSE at NIT Warangal at serial number 2 and so on and so forth. However to get any NIT, you must have qualified JEE Mains and to get any IIT, you must have qualifies JEE Advanced But the previous cut offs of colleges should be taken in consideration, it is better to research over the cut off of colleges then make a preference list of colleges and fill accordingly

Yes, 80 percent is a good score in CBSE board. As you are from Uttarakhand and completed from there, you should easily get admission in colleges of Uttarakhand. You can also apply to college out of our state, based on your marks.

Till now there are no notification available regarding such kind of physical classes. But if the situation improves then there are possibilities of campus opening on October or after October. So till now there are no updates.

uttarakhand goverment has allowed the university and colleges for physical classes. however there are certain guidelines issued in accordance to the notice.
the following are the guidelines that authority have to ensure before opening the college for all the students:
The colleges and universities have to ensure that the teaching and non-teaching staff attending the educational institutions are vaccinated against Covid
The building premises will have to be sanitised everyday before resuming classes
Masks should be worn at all times
The entrance of the colleges and universities must have sanitisers, thermal scanners and provision of hand washing facilities
Any student or teaching or non-teaching found with symptoms of cold, fever or cough will be sent back home
Students will be allowed to seat at a distance of six-feet
Students will be made aware of the prevention and cure of Covid
Students will be allowed to avail the facility of transport facilities as earlier. However, it must be made sure that students follow all Covid-related guidelines while travelling.
colleges are taking preventive measures and are resuming the classes one by one for each department.

There are only one government college in Uttarakhand that offer the BDS course and the name of the college is Hemwati Nandan Bahuguna Uttarakhand Medical Education University, Dehradun
Also there is only one government college offering the BHMS course and the name of the college is Uttarakhand Ayurved University, Dehradun .

Every year, cutoffs differ depending on the number of candidates who take the exam, the number of students who pass, and the number of seats available. However, according to the prior GKV HARIDWAR 2020 ranking, Cutoff for computer science was ranked between 25000 and 37000, Electrical Engineering was ranked between 33000 and 45000, Electronics and Communication Engineering was ranked between 24000 and 43000, and Mechanical Engineering was ranked between 29000 and 47000.
According to your current percentile, you are ranked is around 329830. However, this is not your final position. After the April JEE mains exam, your final rank will be determined. This is because the percentile is calculated using the total number of students who took the exam, which will change in April. As a result, nothing can be foreseen for the time being.

I would also like to add here that an engineering course should be very much taken with an interest in the field so I would suggest you to consider that factor and if you are not aware of the branches mentioned look them up on the internet more reliable will be to go through the syllabus on the respective colleges' website. An interest in the field is the key factor in deciding how your $ years of college will be and what opportunities you will land for yourself.

Great to knew that according to previous cut-offs you have various options to choose from.
As your 1st priority is ECE I would discuss regarding this branch only on your mentioned NIT's.
As you may know, NIT Nagaland, Sikkim, Mizoram & Meghalaya were comparatively newly established, I would rate these NITs a bit lower than the other two NITs due to their lack of infrastructure and established alumni network. They are in their infant stages only, thus I would take them out of the discussion.
Now comes the other two NITs Agartala and Srinagar, while Srinagar was earlier an RIT and thus always was a premier institute of India. Agartala is also a fairly old institute established in the 50s and 60s. They have a very established campus and alumni network. NIT Agartala has many new investments in infrastructures.
I would suggest you to choose any of them according to your residence as if you were in East side you can choose NIT AGARTALA or if you belongs to Northern side choose NIT SRINAGAR.
