Only jee mains qualified candidates can participate in Uttarakhand technical university(UKTU) counselling procedure Or any jee main candidate who didn't qualify jee main 2021 with low rank/percentile score can also apply for it?

With low percentile in JEE MAIN ones can also participate in UTU Counselling. You will get some colleges like :-
1. College of Engineering, ROORKEE ( you will get admission in decent branch upto a rank of approximately 6 lakh)
2. Quantum University ......and more. Hope this helps you.
