Yes, a student who has failed 12th science in Maharashtra can certainly return to 11th commerce. Changing the stream after you have completed or failed a year is still an option, but the way it is done will depend on the regulations of the school or junior college you want to attend. Most colleges will require you to take a new admission in 11th Commerce as the syllabus and subjects are entirely different in Science. You will be required to provide documents such as your 10th board certificate, the leaving certificate of the previous college and other personal details.
There might be a few colleges which will also conduct a short interaction or counselling session for assessing your comfort level for the shift to Commerce. After securing admission, you can go ahead with your studies in the Commerce stream of 11th and 12th under the HSC board. Quite a few students who have been unable to cope with the Science stream have taken this route and completed their studies successfully, so switching to Commerce is a viable and recognized option.
