Yes, the residents/ domicile holders of the state of Andhra Pradesh can apply for All India Counselling in the state of Telangana by registering at MCC's official site for the 15% AIQ. If you have not registered yet, you must hurry as tomorrow is the last date of registration, payment, and choice filling. Keep in mind you can pnly apply for AIQ there. Or else management seats in private colleges.

student can apply for state quota,  only if he/she is a domicile of that state then only you will be applicable for 85% state quota. You cannot get a seat in state quota of telangana state if you are a resident of AP.
