As per the norms of JEE Mains, you will get 3 chances(3 continuous years) starting from your 12th boards to attempt JEE Mains to take admission in any NITs or IIITs. It doesn't matter how many attempts in a year is happening, you can attempt it 3 continuous years. As you mentioned that the candidate appeared for 12th in 2019, so this wast the last year to attempt. You cannot attempt it in next year. You may predict your JEE rank through:

Yes, obviously you can join IIT or NIT if you are eligible. See The attempt starts from the year candidate is appearing for class 12. The point is that if the candidate will drop a year or two for the preparation of the exam, they will lose their number of attempts. Candidates should not waste the chance and should appear for the exam.
