ISRO absorb students according to their requirements. And their requirements may vary. Therefore, there is no guarantee that ISRO will absorb all the candidates or not. In fact, ISRO itself does not guarantee it. They have a disclaimer stating- "ISRO reserves the right not to fill up all or any of the posts, if it decides to do so."
