Yes you can apply for any colleges all over India depending upon your interest but it depends on your rank whether you get seat or not as 15% seats for All India rank (AIQ) and 85% seats are state quota.

Hence you need to score good if you want to apply for AIQ and not to forget it also depends on your category i.e., you should score minimum of 50% for general category and 45% for OBC and 40% for ST and SC.
