There was no branch change option until last year, but from the academic year of 2017, NIT Rourkela has decided to offer the option for their students with a minimum GPA of 8.5 . Now, you can change your branch if you are eligible to do that(cgpa matters)

Yes, you can change your branch if you are pass in all the subjects and you have score good marks. You can also confirm from the officials regarding the rules to change the branch.
