Cut offs vary every year depending upon the difficulty level of the exam and the total number of candidates. There is however a general trend observed in that regard. For PhD in Mathematics in MANIT Bhopal, the cut off for General category is under a rank of 450. So, going by your statistics the chances are, I'd say 50-50. Good luck.
