Previous years records of VITEEE shows that the candodates securing rank upto 20k fall under category-1 but they can always sit for category -2 or other rounds until they get the desired seat. But as the category level increases so does the fee, category -1 has lowest fee charges and gets increases with category-2 and so on. Also, CSE is available upto maximum 6000 rank and IT is available upto 9,000 rank(previous years trends). So, there are very low chances that you will be able to get CSE  in VIT Vellore even in category-2. You might try for IT. But if you specifically want CSE, I would suggest you to try in other campuses of VIT, where you can get it easily.
