Hey there. You need to attend the JAC councelling to find out what branches you get. According to the cutoff, getting into DTU with this rank is a bit difficult . I would suggest you to opt even for private colleges just in case you don't get any branch. Try even for the recent NITs . Best of luck.

With this rank in JEE main you can get new nits definitely.

There are many IIITs too like Kottayam, Bhopal etc

You should try even for nit andhra and Puducherry Jamshedpur Patna Hamirpur etc

Well since Delhi Technological University takes admission through JEE Mains , so one has to clear the required JEE Mains cutoff as per his/her category. Below I have provided 2019 JEE Mains cutoff (percentile) category wise - 

• CRL : 89.75
• GEN-EWS : 78.21
• OBC-NCL : 74.31
• SC : 54.01
• ST : 44.33
• PwD : 0.11

Well as per your SC rank of 11999 in JEE Mains , I can't say for sure that whether you will get any branches or not. Better you attend the Joint Admission Counselling of Delhi and find out which branches do you get as per your JEE Mains rank.
