With this percentile, your rank actually converts to about 44,000, which is a decent rank.
For the cutoff of the year 2018, the ECE branch closed at 37518 in round 7( which is the last round ) for home state + female seats, but it was increased to 45404 in the first special round, so you have a little luck there I think, but there are not many chances.
For the Electrical Engineering Branch, the round 7 closing rank was 40024, and there were no seats left for the special rounds. So that would be tough for you to get.
So, you can go for ECE or if you are comfortable with there is Mechanical branch also, in which you really have some probability to get.

Considering you are Talking about JEE Main I will answer your question. As per your marks, and considering you belong to general category, your probable general rank will be approximately 44972-48972. You fall under the home state quota + female reservation category, so your category rank will be much lower than this. Since admission is based on your category rank, you might get into NIT Patna with your choice of branch.
