Whether you will get mbbs in Goa government college or not depends upon cut off neet 2024. Cut off changes every year , also it depends upon number of factors including students appeared in exam,  Toughness level of exam,  seat intake and previous year's cut off etc.

Neet qualifying marks for the year 2024 , for general category is 50th percentile ie score between 720 - 164 .

For sc/st/obc it is 40th percentile ie score between 163 -129.

Your neet score is 139 , so even being from obc category candidate it seems difficult to get mbbs seat in government college,  Goa .
