90 percentile is enough for you to get a seat in NIT Rourkela. But the cutoffs are based in ranks and not on percentile. So if you get a rank between 15000-20000 then you can easily get seat here. However, for branches which are in demand like CSE you have to get rank under 6000. However, cutoffs change every year depending on various factors such as no of students, difficulty level of the exam, no of vacancies.
