You haven't mentioned your Category. There are 5 Veterinary Colleges that participate in KCET Counselling. In 2019, a rank of 3748 secured a seat in Veterinary College under OBC Category. The cut off for SC Category was 3292 and 699 was for General Merit. Now this is 2019 cut off data and cut offs change every year. But with a rank of 16706 even with Reservation, a seat in Veterinary course is difficult. You may have to participate in NEET All India Counselling for 15%
