Hello,
it depends on the college you are studying. If it is a college with great reputation, then they will let you leave with not much fee to pay. But if it is a bad college, it depends on the management.

I have received back my mark sheets already Except for my school Tc but they demanded me to pay the 4 years fees which I do not wish to pay, so instead of paying can I join the better college. Without creating a any problems /
