Yes,you can apply for both state and all india quota and can choose same college it would be your choice.First all india counselling which has 2 rounds and mop up round will be conducted  so if you get a seat through AIQ in Second Round, you have to take admission in it or your security money will be forfeited. And if you take admission through AIQ in Second Round then you won't be allowed to leave that seat.State counselling starts after all india counselling and their will be separate registration on their respective site.So if you are getting your desired college in AIQ then you don't need to apply for it in state counselling.
