According to the category and rank you have mentioned in the question you cannot get any of the top most NITs with any of the asked branches as per previous year's cut-offs but yes you can get some average NITs/IIITs in CSAB Counselling with ECE branch and those NITs/IIITs are like NIT Meghalaya, NIT Hamirpur, NIT Goa, IIIT Dharwad, IIIT Kottayam and some other, you can check out complete list from the link given below :-

Now if you want to go with only CSE/IT then I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
