Home State quota is only for candidates whose Home State, as determined by the State Code of Eligibility, is same as the state in which the institute is located.

State Code of eligibility means the Code of the State from where the candidate has passed Class 12th/ Equivalent qualifyingexamination by virtue of which he/she becomes eligible to appear in the JEE (Main) for  admission to B.E/B.Tech and B.Arch/B. Planning Courses of the institutions/ Colleges of the States/UT.

As you are studying in UP. So, you won't get home state quota for NIT delhi but your will get home state quota for Motilal Nehru National Institute of Technology Allahabad.

Good luck!!
