First of all since your father is in defence forces, and you are moving constantly so you wouldn't be staying in a place for more than 2-3 yeas hopefully.

------ Different states have different criteria for Domicile certificate. So it totally depends upon the criteria you fulfil if you wish to obtain a Domicile certificate.

-------- As far as your case is concerned, you can easily obtain Domicile certificate of Haryana, since it is your hometown.

----------- Also if you complete your class X, XI and Class XII from Uttar Pradesh, you will be eligible for UP state counseling, moreover since you have completed your X, XI and XII from School in Uttar Pradesh, you wouldn't need to produce Domicile certificate during counseling (as was the rule for this year's NEET Counseling.

-------- So it is completely upto you which state you prefer for NEET State counseling, also I should tell you that cut off for Medical colleges in Uttar Pradesh is quite high compared to Medical colleges in Haryana.
