Congrats your rank is good. So according to your rank your rank is fine.

Yes you can get a seat in Andhra University. But make sure you should be belongs to Andhra Pradesh  then only you will get a seat. Because they give seats only to those candidate who belongs to the Andhra Pradesh state.
