First of all let me clear you one thing that both the Chennai and Vellore campus will come under the state of Tamil Nadu and vellore is the main campus of VIT premises and Chennai is the side campus of it. It's depend upon you on what factor you are comparing among these two campuses infact both are better only.

 VIT Chennai is as good as vellore just the difference between the two is that the population of chennai campus is much less compared to vellore campus hence it makes no large difference. 

Placements - the placement is obviously far better in vellore campus.Though some selected students from VIT Chennai sit in campus placements of vellore .
