Yes definitely , you will need Transfer Certificate and Migration Certificate from the previous course in order to join a new one. Mainly as you going for a PG course , the very eligibility is based on your graduation so they are for sure going to need proof that you have completed your under graduation successfully without any backlogs .However , if you are under a special or problematic circumstance that you are unable to get your certificated immediately but need to join the PG course as soon as possible , then you may reach out to the college admission body and produce a written proof from your previous college stating the reason for the delay in the process and that you have completed your degree there.
