Before, Independence and inception of the States, we had Presidencies and Provinces and they were ruled by Governors for the Queen. And before that we had Kingdoms. A Chief Minister is head of a State and not that of a Country. For Example, Mr. Gobind Pant was the first CM of UP.  So please do let us know the State you are enquiring about.
