Don't loss your hope. As you are an OBC and obtained 45 marks in Gate 2019, you can apply for M.Tech in IITs but not all. This is list of the IITs that you can apply for :

1. IIT Bombay - Material Science (MM1)

2. IIT Hyderabad - Micro Electronics

3. IIT Mandi - Electronics & Comm. Engg.

4. IIT Roorkee - Electronics & Comm. Engg.

5. IIT Patna - Communication System Engineering
