Indian Institute of Technology (IIT) Roorkee was established as the first engineering college in British India in 1847 as the Roorkee College. Later it was renamed as the Thomason College in 1854 and following the independence of India in 1947, it was given the status of university in 1948 by the Province of Uttar Pradesh owing to its potential and performance as a technical institute in post-independent India. The then Prime Minister Jawaharlal Nehru elevated the college status to the level of the university. Since its establishment, IIT Roorkee has been playing a vital role in technical education and pursuing methods of research. Currently, it is ranked as one of the best technical institutions in the world for its contribution in many sectors and it has also been a trendsetter in the area of education and research and completed its sesquicentennial anniversary (150th year) of 1996.
The university has secured the first rank in the architecture category and seventh in the research category in the NIRF 2021 Ranking. Furthermore, it has secured 14th position in management, 6th position in engineering and 7th position in the overall category of the NIRF 2021 Ranking, while it had secured 12th position in Management, 6th position in Engineering and 9th position in the overall category of the NIRF 2020 Rankings. In 2001 the Parliament of India declared IIT Roorkee as an “Institute of national importance” adding one more jewel to the crown of the University. The university offers bachelor and postgraduate programmes in engineering, science, architecture and applied science streams and has a facility for doctoral work research in its research centres. In total, IIT Roorkee offers 105 programmes at UG, PG and docotral levels.

Full Tuition Waiver: Full tuition fee waiver is offered to most economically backward students with less than 1 lakh per annum family income.
2/3 Tuition Waiver: The fee waiver is offered to students from economically backward family conditions and the income must be between Rs. 1 lakh and Rs. 5 lakhs
Candidates desirous of admission in the respective courses have to meet the IIT Roorkee cut-off to be eligible for admissions. Candidates securing a cut-off score/marks/percentile/ranks lower than what is determined by IIT Roorkee won’t be considered for admissions. The university releases a separate cutoff for each programme.

As per your query you need to score under 100 in SC category to get CSE branch in IIT Roorkee as per previous year cutoff.
If you score between 4000 then you will able to get admission in IIT Roorkee but you will not get CSE branch.

In the IIT's paper, questions are based on the Application Of Concepts. You should have a clear understanding of the concepts of the previous Grade to grasp current Grade IIT stuff. Cracking IIT needs a lot of creativity for problem solving in Physics, Chemistry and Maths.
Some Books I will recommend:
Internet is the best way to understand and learn new concepts. You can browse for videos and notes on the topic you are having problems on.
IIT requires understanding of the concepts very well. You should also read books aimed specifically at a particular subject, like:

If we talk about placements then firstly, it depends on the level of skill he/she has. IIT Roorkee has a good placement records as it provides 100% placements but the data says that placements are good for B.Tech and if we talk about Mtech then it's good for tech branches such as CS IT etc. The placement seems to be decreasing for previous few years but still you can work hard to get placed in a good company.
However if you are good at coding then students are placed 100% in top companies with high value packages. Also if we see the records M.Tech placements are better in NITs like NIT Trichy aur Warangal. Well studying in IIT, you just get that IIT tag but it will be of no use if even after 2 years you will not get placed there. You can either opt for research purposes or should enhance your technical skills to get a good placement.

Let me tell you that in this 58 percentile and you are from EWS category where the cut off does not differs much than the general category.
So,it's not possible for you to get any NIT/IIIT. And for IIT you need clear the cut off for Jee advanced and 58 percentile is not the cut off for jee mains.
I would suggest you to keep private colleges as a back up. Entrances like comedk, SRMJEEE, VITEEE will be a good choice .

Research Methodology:
Careers360 shortlists over 5000 colleges across domains each year. Out of these colleges, only those colleges are rated/ranked which provide transparent data requested by Careers360. The cumulative scores of colleges are then calculated and they are divided into clusters as per their scores. Careers360 ranks private and government colleges separately as the support system of both types of Institutions is completely different.

Ranking Methodology: The colleges are ranked as per the cumulative score that they have received. The college that has got the maximum cumulative score will be ranked first while the college that has got least cumulative score will be ranked last.
IIT Roorkee has 10 hostels for the boys. The hostels are connected with Wi-Fi with deep internet connectivity all over the campus hostel and canteens which are available for midnight snacks. Hostels provide clean and aesthetic environments.
Indian Institute of Technology Roorkee facilities includes 3 hostels for girls. Recreational facilities are also available for the students.
Indian Institute of Technology Roorkee has a wellness centre also known as the Counselling Cell earlier, which helps to deal and engage students to address their social, academic and personal problems for their mental wellness.
IIT Roorkee has a Mahatma Gandhi Central Library that has a vast collection of books, journals, magazines, etc. Students also have access to more than 2 million theses from worldwide online sources.
The institute provides both indoor and outdoor sports facilities. Games such as badminton, tennis, swimming, basketball, kho kho, table tennis, hockey, etc are available for the students. To motivate students to get more into sports national sports organisation NSO scheme was inaugurated in 2007-2008.
IIT Roorkee has Internet, computer centre and other IT related facility available on the college campus.
The IIT Roorkee facilities include an auditorium for the students so that they can organise events and seminars.
The IIT Roorkee has a good networking for the alumni association.
IIT Roorkee has three guesthouses and a visitor hostel to accommodate guests and delegates who visit the campus regularly.
There are two banks on-campus: the Punjab National Bank (P.N.B.) and the State Bank of India(S.B.I.). Both the banks provide Centralised Banking Services, Internet Banking and A.T.M. facilities. On enrollment, every student of IIT-R must open an account with either bank. Both the banks are centrally located. While P.N.B. is near the post office, the S.B.I branch on campus is located in the main building. The A.T.M. of Punjab National Bank is located next to the bank. S.B.I. operates 2 A.T.M.s on-campus- one near the bank branch and the other in Cautley Bhawan. Apart from these, many banks have branches and A.T.M. facilities in the town, that is, off-campus.
The campus has a post office within its premises which is situated near the U.G. club. The post office is well equipped and caters to the needs of the students and the faculty, as well as the non-residents of the campus. The post office works on all weekdays from 9 A.M. to 5 P.M., and on Saturdays from 9 A.M. to 2 P.M.

Private Ownership: Institutes that are promoted by private trusts/Socities/section 8 companies that are not for profits.
