Since you did not mention your category so we are assuming that you are a general category candidate

As you have got 28000 rank in wbjee and you are willing to know that in which college you can take admission in CSE branch at this rank, So we are  providing the college names  with their cutoff in the same range of Obtained rank 

After checking 2018 2017 and 2016 cut off I am reaching at a point that the closing rank for CSE branch is under 10k where is from college to college but it is not more than 10 k

As you have obtained 28000 rank in wjee which is little more than the qualify rank so you cannot expect admission in any college in CSE branch, because your rent is very much more than required to rank so there are almost zero chances of admission in CSE branch
