You can attend the counselling session but if you fail to pass in the backlog papers, you will not be eligible to get admission in the course as you need to write the percentage or cgpa in the form and due to backlog it will not be a good cgpa or percent, and so you may not be eligible for applying. Also you are required to provide your Original Degree Certificate and due to backlog you might not get the certificate So make sure that you are able to clear the examination this time and apply for the counselling. First of all I would like know when are your tentative dates of the results of your backlog subjects because it can cause a hurdle to your admission process in post graduate colleges. However, as per my suggestion you should apply for PGECET and let your backlog paper rest for a few days since PGCET counseliing will take longer than usual. Don't worry and do your best.
