According to the latest news Telangana Chief Minister K Chandrasekhar Rao has announced that Telangana schools and colleges would reopen in the state from February 1, 2021, onwards. So JNTU might start offline classes from February 2nd 2021. You can as your college administration they will provide you with the right information. You can even check the official website for the latest information. As the college will update the information in the official website regarding the offline classes.

According to your question nobody knows when the colleges would start at a free flow but many of the colleges in south like manipal and several colleges in Bangalore have started call their 2nd 3rd and 4th year students to their campus.

But for JNTU i dont think it would open any sooner ,atleast not less than 3-4 months as the covid cases in telangana is among the highest ones in the country.
