There is nothing such thing in any university or college.
If you want to go for higher studies to aboard then you have to give exams lie GRE or TOFEL. After that you have to apply for course and have to get qualified to take an admission.
No institute will allow graduation in India and Masters in aboard.
Universities does both the courses at the same place and in the country only. If it has different campus you can't even change campus also.
These are rules. Any change in your studies will need official paper work. If you join for new you have to take exam for sure. With out a considered score you can't go anywhere.
