how can i apply for cet ug test online for panjab university

For CET UG test you need to go to this website Cetug.Puchd.Ac.In where you can apply for test. The minimum qualification to apply for this test is you must pass 10+2 and the last date to apply for this examination is 6th April 2019. The online Application form has started already.
