Yes, a candidate securing a rank below 10,000 is eligible to get full fee reimbursement irrespective of his/her caste provided that you should carry required documents for full fee reimbursement.The required documents are

TS EAMCET allotment order
EAMCET hall ticket
10th certificate
12th certificate
Study certificate of 7 consecutive years
Adhaar card
Caste certificate
Income certificate
Passbook front page
