KCET is not allowed for outsiders but if have studied in karnataka for more than 10 years you could apply other wise there is no chance for kcet

Zinia, being a resident of tripura doesn't affect your application at all. The eligibility criteria is being a citizen of India. You can certainly apply for the exam. For further information refer here.
