You can participate any state's counselling if you have attended the accepted examination for entrance. Hence depending on the merit list released you can opt about the colleges in your favor. However the process of counselling starts with the authority providing list of documnets to be submitted. Hence have a look at the official website. But in general these are the certificates asked for :

• Birth certificate
• Caste certificates
• Income 
• Locality 
• Memos 
• ID proof
• Examination rank card 
• And other required documents.
