I am getting civil in first counselling at thaparNow if i have to proceed for second counselling do i have to pay fees first for cse there

No, you don't have to pay any fees. But yes you've to reserve your seat and for that you've to pay a minimal charge. After that, you can apply for upgradation.
If you're getting CSE in any of the counselling afterward, and you want to lock it (Means you don't want to upgrade anymore). Then you've to pay the fees.
