Hey,

Yes you can take admission in IPU if you're not from Delhi also.
You have to fill an application form on its official website for a particular subject. Once, you fill the form you will get Admit Card online.
There will be Entrance Exam for IPU i.e IPU CET. You have score in that. On the basis of IPU CET there will be Selections.
Forms are out for the same you should apply as soon as possible.
