Yes,You can definitely apply for all india as well as state counselling of other states but you will be eligible for private colleges for other states as they are not your permanent domicile state i.e they are non-domicile states.Each state has 85% reservation for their domicile candidates under state quota but if you have domicile of karnataka and you had done your10th & 12th of other state then you can check the specific state eligibility criteria by going to their specific website for seeking admission of government seat of other state.
