As per rules, B.tech aspirant should apply for the course at least after hos 12th equivalent passing exam or 3 years after diploma completed.
So in your case time has been long passed,i regret to say that you won't be able to do it.
JNU offering B.tech only in computer scoence stream, on has to appear in JEE exam to get in JNU.
