I failed to appear in my 2017 12th board, appeared next year in 2018 but failed, i again appeared in 2019 and passed with 67% .

Yes you'll be eligible for AIIMS if your aggregate in PCB is more than 60%. Also I don't see any reason for you not being eligible for NEET, you're eligible for NEET as well. As long as you meet the requirements for these entrances, you're eligible to write these exams.

The AIIMS guidelines don't talk anything about private candidates, so you should be eligible for the exam. You should atleast to the basic registration, if that's approved then you can do the final registration and pay the application fees.

i also want to know if my gap of 3 years between 10th Board and 12th Board  will cause any problem during My COUNSELLING ?

No, as long as you have a proper affidavit as a document, there won't be any problem during the counseling process.
