If you have dropped out of the college then yes you can write any state CET or any other university level entrance test exam for admission in engineering courses. Just make sure you have all the documents that you must have submitted in your previous college.

yes you are eligible to appear in kcet in next year after completing your 12th course. however in any of the institute if you have absent for a long time and did not appear in exams your candidature may cancel. so again you have to appear in entrance test, participate in the counselling process and again secure seat in relevant stream of graduation course.
