I get home state quota in round 1 then why I get all india quota in round 2 of uptu counciling?

Greetings,

So the way these counselling and merit lists work in general is that if you had a state quota rank which made you eligible for a college and that rank was not sufficiently high to get you a seat through the national list or the All India quota then you will only see the state quota eligibility during counselling but many ties it happens that by the time the 2n or the 3rd rounds begin the cut offs drop and the remaining seats are offered to students down below when that happens a seat reserved for all India quota can be claimed by a candidate who was not previously eligible to claim it (since the cut offs have now dropped)

It can be called a simple upgrade, your state rank is no enough to land you an all India seat so that is what it will be termed as.
