You have not mentioned your Caste Category, so I'm taking it as General Category and giving information based on it. It is difficult to get Horticulture seat for your KCET Rank,  though you have not mentioned the Category you belong to Category and I have considered it as General Category and gave information related to it, based on previous years closing ranks and cutoffs and they may vary from year to year. So give a try by applying for counselling and if you won't get free seat then try for Management quota seats.
