With this mentioned AIR i am really sorry to imform you that you are not eligible for any of the govt. IIITs as they take students of lower ranks only.But as of IIIT Bhubaneswar(INTERNATIONAL INSTITUTE OF TECHNOLOGY) is NOT a govt. college,so you can directly visit there college and talk to them about the admission precedure and as they are private college so i hope they would take your admission.

Nope, it's actually a lot for getting IIIT. You have no  chance of getting IIIT with 115000 rank in JEE Mains. You can look out for some private colleges with this rank.
