It depends upon your category and competition and also the campus you want . If you want PESIT west campus then your rank should be under 500 . If you want PESIT South Campus , then rank should be under 1400 . So with a rank of 3200 it would be difficult to get CS , maybe through reservation you might have a chance. 

The closing rank of information science in ramaiah in 2018 was 977 for general category in round 1 and 1037 in round 2 . So you do have a good chance of getting IT in the last rounds or with reservation.
