Yes chance is there for you to get NIT Goa in third counselling.
Keep some things in mind like in what subject you want to do masters. EEE has many scopes well both in Electrical and Electronics subjects are included in masters.
With GATE score many PSU release notification for management trainee or graduate engineer. You can apply them also while doing masters.
