Yes you can get seat into nit roulkela with the help of your sc rank and female quota .

As nit roulkela is one of the most sought college of engineering so they have high cutoffs for the candidates to get admission.

So with your percentile you can definitely get admission into it but without knowing your rank I cannot tell you that which branch you can get admission into.
